Friends and Weapons: the architecture of security guarantees for Ukraine

“There are no security guarantees except friends and weapons.” This quote by Ukrainian President Zelenskyy refers to current perspectives on the role and usefulness of security guarantees. As the term is used quite often, when aiming to describe the future security architecture of Ukraine, there is a growing need to differentiate the actual means to provide security and use a more nuanced language, describing the finely calibrated policies and commitments the paper of Fred Tanner does this in a concise manner, using current as well as historical examples.
