New Spotlight Publication: Negotiations Yes, But on Our Terms!

Amidst the ongoing war, comparative multi-country surveys including Russia and Ukraine are increasingly rare. Security Radar 2025 data for this Spotlight Ukraine and Russia publication fills a critical gap in understanding public opinion on negotiations, providing crucial insights into public sentiment on potential diplomatic solutions to the conflict.

Its findings offer a view of the challenges and possibilities ahead:

  • Broad Support for Dialogue: Majorities in both nations favor negotiations without preconditions (57% in Ukraine, 54% in Russia).
  • Entrenched Positions: Each side demands significant concessions while hesitating to reciprocate. Issues like territorial integrity and NATO membership remain polarizing.
  • Pathways to Peace: Shared priorities, such as prisoner exchanges and infrastructure protection, offer stepping stones toward trust-building.
  • Role of International Mediation: Public openness to international mediators like China or Brazil would make it harder for leaderships to reject this avenue.
